I think that honor goes to one of the Lannisters from the A Song of Ice and Fire series by George R.R. Martin, though which one I'm hard pressed to say. I adore Tyrion, but will he ultimately be a hero or a villain? Jaime would be next, but he too may be redeemed by the end.

Big Brother to me is the ultimate villain. Always watching, always waiting for you to slip up. So creepy.

Also I have to give it to Count Dracula and Professor Moriarty.

The Pale Woman in the Tawny Man trilogy by Robin Hobb probably will take the piece of cake.

But Marisa Coulter in His Dark Materials by Philip Pullman is a good villain too, even if she's also a kind of anti-heroine.

Oh, and Joffrey Lannister from A Sonf Of Ice and Fire by G.R.R. Martin, of course.

Loki - the original, from Norse myth, and a few of the retellings.

Meliadus in Moorcock's Runestaff series. Loved hating him.
